Rafael has already said something about that, but just as a short
remark: it is usually not necessary to inform us about new package
versions.
If you look at our QA page at
http://qa.debian.org/developer.php?login=pkg-octave-devel@lists.alioth.debian.org, 
you will see a "watch" column. That's a service that checks the original
sites of packages (i.e. Sourceforge for the octave-forge packages) and
will mark a newly available version in pink. 
The ga package doesn't appear there right now, as the last watch run was
on April, 6th. But you can see it for the secs1d package.
