[Pkg-octave-devel] Proceeding with the switch to 3.6

It seems we are right on track with the 3.6.1 upload, at least the
buildds don't complain. 

Next step is octave-pkg-dev. Is there any octave-forge package that
should be built against 3.2? Otherwise, I'll upload octave-pkg-dev and
switch to the octave 3.6.1 package.
