Actually it is not a bug.
Recommending 'gnuplot' is cleaner than 'gnuplot-x11'.
Gnuplot itself poses as dependecy 'gnuplot-nox' or 'gnuplot-x11' and
either is a possibility to be present on a system.
The basic problem is that Debian packaging system does not support
flavours of packages (AFAIK), like those USE flags of Gentoo Portage.
I.e. that there is no convenient way to say whether I want all installed
packages to support X11 or not.
The only thing that make me worry is that an ordinary user of Debian may
think that Octave is broken because it does not plot. The maintainer of
a package is here to think... :)
