of cause I could only blame myself for not (yet) uploading my package to
Debian proper so you might have discovered that somehow (e.g. using
something like 
https://github.com/neurodebian/neurodebian/blob/master/tools/nd_build_testrdepends
which I wrote/used to test either a new version of a core package
doesn't break any build-dependees ;)

so it could be debian/octave-pkg-dev.NEWS
which is I guess the package of interest only for the packagers, right?

I have done that on few occasions -- better later than never! ;)

pedantic one could also add an entry to the most recent entry that prev
changelog entries were modified to reflect blah blah
