ATLAS is a fine BLAS. Octave doesn't need to warn about it. In fact,
Octave is perfectly BLAS-agnostic. We have no runtime checks in Octave
to check which BLAS is available, and I don't think we should
introduce them either.

The problem is that Debian's ATLAS is compiled with CPU instructions
that your CPU is too old to support. I am not sure what the right fix
is, but it's definitely on ATLAS's and Debian's side, not on Octave's.
