[Pkg-octave-devel] Bumping Standards-Version to 3.9.5

Hi,

I took a look at the checklist for upgrading to version 3.9.5 of the 
Policy:

None of the DOG packages seem to be affected.  I already did the changes 
and committed them with the message "Bump to Standards-Version 3.9.5, no 
changes needed" in all my local repos.  If nobody objects, I will push 
the changes.
