I guess the solution would be to put the oct-files into octave-cli, and
have octave depend on octave-cli. Thus people who don't want the GUI
version would install only octave-cli.

Nevertheless, my preference still goes to having both the CLI and the
GUI in one single package. But of course I'm open to splitting if that
turns out to be better for our users.
