I have updated 5.10.0 packages which fix all the issues with octave-3.8, but 
they require swig 2.0.12 which is not yet in sid. Once that is in I should
be able to get the updated packages back into Debian.

The debian packaging files are kept in the plplot svn repository (in debian/)
but are not shipped with the release tar ball. You can always grab them from 
there.
