Hmm, I just used the package contents file to look for all packages that
contain a file in /usr/lib/emacsen-common/packages/install/ (assuming I
did it right), and then added a PACKAGE at package.debian.org for each match
to generate the address list.

I suppose one of those packages must be forwarding to the octave list?
