Sounds good to me too, prominent NEWS announcement with a new major
release makes sense.

I don't have a hard reference for any "policy" decision on this
upstream, but ISTR it was in the context of a project to overhaul the
"pkg" command [1], not yet merged upstream. I think it was discussed
to drop a few confusing and less used features of pkg, including
autoloading and global/local installation paths.
