I would add these two others:

4) Describe the move to a GUI by default in the NEWS file, and document
the existence of --no-gui option and octave-cli for restoring the old
behavior.

5) Test on a s390x machine whether the dblquad-s390x.diff patch is still
needed. I am going to take care of this.
