[Pkg-octave-devel] Transition 3.8 -> 4.0

The octave 4.0.0~rc3-1 are now in the NEW queue, waiting for approval due 
to the the new liboctave3 package, As regards the packages maintained by 
the DOG, I think that this will be enough to insure the proper transition:

 - Make octave-pk-dev depend on liboctave-dev >= 4.0.0~rc3 (already done in Git)
 - Make the broken packages build-depend on octave-pkg-dev >> 1.2.1

Any comments?
