Simply because, in Debian, a bug report is closed when the package in 
unstable contains a fix for it.  Remember that testing is just a 
transition distribution.  If we pushed your logic to the extreme, close 
bug reports would be close only when the fix reaches the stable 
distribution.

By the way, this problem with libgraphicsmagick was already raised (and 
fixed) in a previous bug report: https://bugs.debian.org/803958
