[Pkg-octave-devel] [RFU] octave-pkg-dev 1.2.0

I prepared a new version of the octave-pkg-dev package in Git. Please, 
upload it.  It fixes Bug#778458.  Also, it introduces a new feature in 
octave-pkg.mk that allows the exclusion of files from the automatic 
running of test blocks.  This in needed in octave-symbolic 2.0.0, in 
order to prevent the running of the tests in sympref.m.  I could not make 
this tests run in my pbuilder, so I am excluding this file from the tests 
for now.
