I'd say:

1. Verify that octave 4.0 compiles on all arches (seems well on its
way)

2. Open a transition bug against release.debian.org (preferably with
the help of reportbug)

3. Verify that rdeps still compile and open bugs against those which
don't (severity important until the transition starts) and mark those
bugs as blocking the transition bug
