[Pkg-octave-devel] Scripts for running certain rules in octave-pkg.mk

I was getting sick of editing those long command sequences, with lots of 
line continuation backslashes in file octave-pkg.mk of the octave-pkg-dev 
package.  I decided then to take the command sequences out of 
octave-pkg.mk and put them into individual scripts (cf commit 79afdf4).

I hope this will increase the maintainability of the package. Notice that 
no new features are introduced by this commit.

I have done some successful tests with this new code, but there are 
surely corner cases that will expose bugs.  Please, test it.
