The transition freeze deadline [1] has passed, so Octave 4.2 cannot be
uploaded to unstable now. Debian 9 will have Octave 4.0.3.

Octave 4.2.0 and dependent packages can be uploaded to experimental in
the meantime as the maintainers have time to work on it, and you can
install and test it once it becomes available in experimental.
