I agree with Rafael. Repacking upstream tarball should be done only if
there are non-DFSG-free files, or maybe also if there are large
embedded libraries. This is even more true now that we have the
possibility of pushing upstream GPG signature of the tarball in the
Debian archive. [1]
Also, Mike, I don't think it is necessary to open bug reports against
octave for changes that you want to make to the octave packaging, since
you are a member of the team. You can push them directly to git if you
are confident enough, otherwise you can ask on the list for our opinion
.
