Octave has greatly improved the print function recently.  I have learned
about it from this comment by Pantxo:

With the new print function, PNG is not 100% as good as OSmesa/mesa
rendering, but good enough for me.  I will remove the need for OSmesa
with the upcoming release of octave-interval upstream.
