According to the Debian Wiki [*], commit notifications for third-party 
repositories can use the dispatch+$pkg at tracker.debian.org email address 
to send notifications to maintainers.  Should we use this?

Also, it is recommended to use $pkg at packages.debian.org as the value of 
the Maintainer field.  Should we adopt this?
