With my last commits, I fixed both problems mentioned above.

With appropriate (and minimal) changes, all packages that build-depend on 
octave-pkg-dev build correctly now.

If there are no objections, I will soon upload octave-pkg-dev 2.0.0 to 
unstable and will subsequently commit & upload the Octave-Forge packages. 
Then, we will be able to say bye-bye to CDBS.
