I tried to enforce autoreconf (by adding
"include /usr/share/cdbs/1/rules/autoreconf.mk" to debian/rules, as
documented by dh-autoreconf(1)), but that does not fix the issue.

It looks like crlibm build system in insisting on having version 1.14 of
aclocal, which is no longer available in Debian (which has 1.15).

I don't have the time to debug this right now, please have a look.
