[Pkg-octave-devel] Bug#867154: package testsuites no longer run at build time with Octave 4.2

octave-pkg-dev no longer runs package testsuites at build time with Octave 4.2.

This is because octave-pkg-dev internally relies on "pkg load all", and that
special syntax has been dropped.

We need to rethink the way we compute package runtime dependencies (either by
loading all packages after a call to "pkg list", or by computing a more
restricted set of dependencies).
