[Pkg-octave-devel] Bug#865282: package functions are not added to Octave path

When running "pkg load ocs" in octave, the following error message is displayed:

warning: addpath: /usr/share/octave/packages/ocs-0.1.4/utl: No such file or directory

(and other similar ones)

As a consequence, ocs functions are not available in the octave path.

The problem comes from debian/patches/set_nonarch_path_for_pkg_add which has
not been updated for the 0.1.5 upstream version.
