[Pkg-octave-devel] New upload of octave-pkg-dev with autopkgtest capabilites

With my last commits, the make-octave-forge-debpkg script of the 
octave-pkg-dev package creates now the debian/test/* files needed for 
running autopkgtest.

Also, in this version, the make-octave-forge-debpkg script only creates 
files if they do not exist yet.  This will help us to easily update all 
the OF package.

I intend to upload soon version 1.5.0 of octave-pkg-dev to unstable. 
After that , we can start updating the packages by running 
make-octave-forge-debpkg on the checkout tree and by bumping the 
build-dependency on octave-pkg-dev >= 1.5.0.

Some packages, like octave-image, which have unit test failures will then 
start to FTBFS and we will have to patch them.

Tell me, please, if there are objections to this plan.
