[Pkg-octave-devel] Upload of new version of octave to unstable?

There is a quite large accumulation of commits in Git for the octave 
package since version 4.2.1-2, with fixes for Bugs #867212, #870657, and 
#870690.  Also, commit a2f1edfe is needed for fixing Bug#874141.

My understanding is that we should not upload new versions to unstable 
now, because the package is involved in the gl2ps and libgfortran4 
transitions.  Is this really the case or could we upload a new version to 
unstable now ?
