    Switch to debhelper 9
    
    debhelper 9 is part of Debian 7 (wheezy) and Ubuntu 12.04 (precise).
    Thus all supported Debian and Ubuntu releases have debhelper 9 and we
    should use it.
    
    debhelper 9 enables multiarch support by default.
