yes, such overrides are not nice, but as most of them are related to 
licenses in /usr/share/common-licenses/ it is not that bad. Though it 
would be better to have a one line pointer to that directory as license 
text.

The expat license does not belong to the common ones, so the complete text 
should appear in debian/copyright.

Yes, "known" in this context means that you already known the terms of the 
license from the name without reading it.
Nevertheless the license says: "The above copyright notice and this 
permission notice shall be included in all copies or substantial portions 
of the Software."
So the license text has to appear somewhere in the binary package and as 
your debian/copyright will be copied from the source package, the complete 
license text should be in it.
