That documentation is out of date. The linux-image-4.9 kernel includes
IB hw and sw drivers. Pretty much everything for user space "OFED" is
in the standard stretch repositories. However, I don't believe there
is a virtual package to install "OFED". Installing IB-related packages
would be done via "apt-get install libibverbs1 librdmacm1 perftest"
etc. "apt-cache search infiniband" will give you a good idea of what
is available.

One package that is not in stretch is qperf, which you will find here:
https://packages.debian.org/search?keywords=qperf.
