[Pkg-ofl-fonts-devel] Bug#387149: ttf-sil-abyssinica: Most "Recommends" should go to "Suggests"

Trying to install ttf-sil-abyssinica, I found that it pulls in many packages
when using aptitude which installs recommended package along with the
requested one.

Given the definition of the Recommends list in the policy, I think it would
be preferrable to move most if not all recommended packages to Suggests.
