[Pkg-openmpi-maintainers] Watch file

Hi everyone,

I checked in a watch file lately. I'm not sure how to deal with the
version numbers, though. uscan doesn't seem to deal with the redirects
the OpenMPI website uses and I didn't find any of the *mangle options
suitable. If someone has better idea how to fix this, please do so. For
versions of the kind 1.2.x we're fine.
