[Pkg-openmpi-maintainers] Compiler into -dev package?

Hi all,

while working on a package that makes use of MPI, I noticed that all
other MPI implementations ship the compilers in the -dev package, we
have them in -bin, which adds an extra build dependancy when using
openmpi.

Should we change our packages in the same way? I can't see any strong
argument against at the moment. What's your opinion on that? I think
I'll have some spare time this weekend to do so.

P.S.: I got some help from a friend of mine in fixing the build-issue on
Sparc which prevents OpenMPI from being accepted in testing. But this
may take a while still. (He has a machine to test, at least.)
