[Pkg-openmpi-maintainers] Bug#584702: tcp6:// URI's don't follow RFC 3986

	RFC 3986 reads:

   A host identified by an Internet Protocol literal address, version 6
   [RFC3513] or later, is distinguished by enclosing the IP literal
   within square brackets ("[" and "]").

	However, mpirun(1) results in orted(1) being passed URI's like:
	tcp6://2001:DB8::1:54321/ (i. e., without the brackets.)
