Ubuntu armel successfully builds Debian openmpi experimental at the
moment, since Ubuntu armel's minimum architecture is armv7.

Debian armel fails to build the same package because the toolchain is
trying to produce code that is armv4t compatible, since Debian armel's
minimum architecture is armv4t.

If Debian pulls openmpi's armel build, Ubuntu can still have it by
maintaining the simple delta of re-enabling armel for Ubuntu.
