Gilles Gouaillardet points out that this error would occur if, eg.
openmpi detects inifiniband
but it can't be used.

as a workaround, you can disable the openib btl
you can
|mpirun --mca btl ^openib ...|
or you can
|export OMPI_MCA_btl=^openib|
and then invoke mpirun as usual
