FYI, the new version of xmlrpc-c with NMU by Jonathan Wiltshire should
enter unstable later today.

In the meantime, I've adjusted the build deps. Actually, the -dev
package wasn't renamed, so it should build both on testing and unstable
:-)

Committed and pushed to master.
