It can be co-maintained by both, IMHO. However, apart from the questions I
asked at the time, from time to time I tried to package it myself. Needless to
say, the tarball I had at the time was bloated, with lots of third-party
software needed to be stripped off, and it couldn't even build.
So I'd say: if you want, give it a try. But it's not a "necessary" package ;)

Yes, please.
However, not all OSM-related software is ready to be packaged in Debian; some
is too experimental, or developed only for a short time, and so on. Be sure to
pick up active projects :)
