[Pkg-osm-maint] Bug#651372: blocked in unstable

I am not sure I understand why, but it seems that 4550 is stuck in
unstable and doesn't migrate down to testing:

Indeed, it looks like it's blocked by some dependency, although I am
not sure the blame is on the dependency as much as josm...

Any ideas?
