I cannot reproduce it.

A few questions:
 * Which version of Hotspot are you using? What does JOSM says when you
start it from a shell? What's the output of "java -version"?
 * The random behavior makes me think that the problem depends on the
slow response of the JOSM site, which sometimes does or doesn't trigger
the timeout. Are the data you have compatible with such explanation?

Anyway, an important severity really seems too much. Decreasing it to
normal.
