[Pkg-osm-maint] mkgmapgui git repo

Hi,

I just upload a new package to git repositories: mkgmapgui. Feel free to
make the changes you want. I am quite newbie, so please be patient with
my mistakes ;-)

Some observations:

1.- It has no author, so I don't know what I must write in
debian/copyright (I only wrote the name of the project). I can ask
upstream. David: do you want that I write or do you prefer you write
because you have already the contact established?

2.- When it's finished, I can't upload it. For now, David is in
uploaders field, feel free to add yourself if you want (I am also as an
uploader, but I think it has no sense because I can't upload XDD)

3.- When it's finished, if you don't have time to look at it and upload
it to Debian, please tell me and I'll ask for help at the mentors list.
