No it does. See for instance
http://josm.openstreetmap.de/wiki/Changelog that would/should have
sufficed for me. Although do agree the point about svn log. I don't
know whether you know of News.gz which could also be used in place of
changelog.gz but could be used for the same thing. In either way it
would be a nice to have feature.

The pain point would be importing and cleaning the whole thing from
circa 2005 as per trac suggests :-

or the initial release from Debian unstable/sid (from the Debian changelog) :-

I do understand that there would be a substantial time investment
without any immediate payoffs for sure.

What is interesting is somebody told them on the mailing list just a
few months ago, see the history of the page :-

Hence sadly not much of a history you can get from there.
