[Pkg-osm-maint] dapal missing and updates

uhm I am afraid I haven't done any real progress, the rules file is quite non-
standard and it creates a tarball from multiple repositories.

Well I didn't manage to successfully create a package because of problems with 
dpkg-source, and then I stopped working on it.
