[Pkg-osm-maint] Bug#708136: josm: Does not find other java when openjdk is installed

Hey David

Think the shell script to start josm has a bug.

If you have an openjdk jre install but alternatives is pointing to a
different java under e.g. /usr/local/bin or /opt, JOSM will not find the
java as the else clause will never get reached and /usr/bin/java will
not get used.

We probably need the check against headless only if alternatives points
to openjdk.
