[Pkg-osm-maint] dapal missing and updates

Hello,

well since Monica took over and seems to be doing much more progress in a 
shorter time than I was able to achieve, and I don't know where she is 
working, I am not doing anything about josm. Except using it.

So if there is something I can do, I can still help, let me know.
