[pkg-otr-team] List moderation

Hi,

FTR: given this list is already spammed, Ximin wanted us to discard
all posts from non-subscribers. We discussed this a bit on IRC,
I disagreed, and the compromise we've found was to have these posts
held for moderation by default.

Jurre and Ximin will handle this: they are now the list's moderators,
and will accordingly add to the exceptions list the addresses that
send us automated email we want to read. \o/
