[Pkg-pdns-maintainers] Bug#730684: pdns-recursor: /etc/init.d/pdns-recursor does not have a status target

Dear Maintainer,

I'm driving pdns-recursor (and pdns) with puppet, and puppet likes the
init script to have a status target in order to manage a service. The
lack of one makes it sad.

I have included the needful below.
