[Pkg-pdns-maintainers] Bug#770065: I think the NEWS file for 3.4.0 should mention allow-axfr-ips

I upgraded to 3.4.0 and my authoritative nameserver stopped working,
nothing major was noted in the Changelog or NEWS file, I think it's
worth a mention that the value for allow-axfr-ips changed from
0.0.0.0/0,::/0 to 127.0.0.0/8,::1, this means that by default AXFR
won't be allowed unless you're on localhost, which is a pretty big
behavior change for the default configuration of a DNS server.
