This bug is related to the extremely long standing bug 353617 [1],
although I recognize it is not the same.

With the current state of affairs a package should indeed depend on the
command-line client if configuration is to be done via dbconfig-common
(the rational why the documentation says recommends is in bug 498226 [2]).
