[Pkg-pdns-maintainers] Bug#825849: powerdns 100% CPU usage

There's some more info in the forwarded upstream bug, but nobody has
so far been able to reproduce it. (See [1].)

Somebody thought this miiiiight be a locking issue introduced in the
botan update, but no hard facts.
