Log:
Releasing the package, in spite of Ryan's comment in the changelog
about not uploading it.

WebGUI requires 0.38. Even though there are no code changes between
0.37 and 0.38, uploading this package is less of a burden than
having to add a quilt patch to webgui's testEnvironment script and
self-diagnostic modules.
